AN Israel-based legal activist organisation is urging Australian survivors and their descendants to join its class action campaign against insurance companies whose Holocaust-era antecedents were unable to pay out for policies held by dislocated and murdered European Jews.

Shurat HaDin will launch legal proceedings in Israel to open the database of around 140,000 Holocaust survivors and their descendants. The database was established as part of the Israeli government’s Project Heart between 2011-14. Together with Jewish Agency for Israel (Israel’s government) applicants were invited to sign up to the restitution programme. The program was abruptly ended, leaving the participants uncertain.

Shurat HaDin tried to contact the government for clarification, however, she was unable to get a response. Israel’s Labour and Social Services Ministry stated that Project Heart wasn’t intended to be a scheme for individual claims. The details of claimants cannot be made public. One theory is Israel underestimated the intransigence and determination of European governments confronted with lists of hundreds or thousands of claimants.

Darshan Leitner explained the process by which Project Heart participants could apply to class actions in Project Last Chance if they were allowed to reveal their identity to ShurathaDin.
